Toa Payoh West Plans a New Mall, Green Valley and Wellness Park
A new shopping mall near Caldecott MRT and a chain of parks are part of HDB’s Toa Payoh West master plan, announced on 31 October. These are future developments, not places already open to visit.

What is planned around Caldecott
The mixed-use development combines homes and a mall, with a plaza connecting to a 1.2-hectare wellness park for exercise, play and relaxation.
The Central Green Valley will link homes, parks, Caldecott MRT and the mall. A community corridor is planned towards Lorong 1 Toa Payoh.
The first housing project
Toa Payoh Hillside is scheduled for the November BTO exercise. Its approximately 1,600 flats include public rental units, so that figure is not the number available for sale. Development will proceed over the coming decade.
Where to see the plans
The launch exhibition is at HDB Hub’s Level 1 Gallery until 2 November. Selected exhibits will remain there until mid-2027. For food in the existing neighbourhood, see our Toa Payoh guide.
